16 March 2008 – Regional Innovations Grant Funds for Grant Writer
Background: The Guam Department of Labor continues to pursue the Regional
Innovations Grant (RIG) to assist in regional workforce development training and
education planning initiatives. On March 14, 2008, the Office of Insular Areas,
Department of Interior notified the Guam Department of Labor that the OIA is pursuing
the possibility of funding the grant writer for the RIG proposal. Although, the GDOL
technical team has been consistently meeting and developing the proposal, technical
assistance is needed in finalizing the regional components of the proposal. This would
be the first time that GDOL will be submitting a proposal that requires a regional
approach and given the complexity, it is been recommended that GDOL seek further
assistance through an experienced regional workforce development grant writer. An
official letter from the Governor of Guam to OIA-DOI requesting for funding to support
this effort.
19 March 2008: State Department Meeting with Palau officials - Melinda Lucke,
Country Desk Officer, Australia, New Zealand and Pacific Islands Department of State
updated the Guam Labor Sub-Committee Chair and Vice chair of the State
Department’s recent visit to Palau. Officials from the State Department met with Billy
Kuartei, Chief of Staff for Palau President Remengasau, and Patrick U. Tellei, President
of Palau Community College. Palau citizens would like the opportunity to apply for
Guam employment opportunities as will as be included in the Guam workforce
database. Ms. Lucke shared the GDOL website with the Palau team and is very
pleased that the site facilitates matching laborers with contractors. A follow-up meeting
with the Palau team to discuss further efforts with GDOL will take place in Hawaii on
March 24, 2008.

4 February – Military EIS Socio-Economic Appointment Request:
On February 4, 2008, John M. Knox and Associates contacted the Chairs of the Civilian
Military Taskforce Sub-Committees to schedule meetings to discuss issues/concerns
related to the Military Environmental Impact Statement Socio-Economic portion. A team
will be on Guam the week of Feb 11 -15, 2008 to meet with each Sub-Committee Chair.
The Labor Sub-Committee is scheduled to meet with the team on February 14, 2008 at
8:00 am., GDOL 4TH Floor Conference Room.
4 February - Bureau of Budget Management & Research Fiscal Year 2010 US
Congressional Budget considerations:
Background: During the January CMTF meeting, Sub-Committee Chairs were tasked
with developing budget reports for the Governor to submit in time for the US Congress
to consider the funding needs in preparation for the military buildup. It is expected that
the budget report will reflect Fiscal Year 2010 funding needs for each department or
agency that will be impacted by the military buildup. On February 4 & 7, 2008, the Subcommittee Chairs and Finance/Administrative staff met to discuss the budget
submissions. The proposed budget will be submitted by the Governor for consideration
in the US Congressional appropriations Budgets are broken down into three (3)

1. This Notice of Cancellation serves to cancel the REQUEST FOR PROPOSALS (RFP) for 2008-2009 AmeriCorps Program Year that was issued January 30, 2008.
2. The Serve Guam! Commission / Guam Department of Labor herewith cancel the above-mentioned in order to update required administrative clauses and policies.
3. A new Request for Proposals will be published after the required adjustments.
