Technical Notes
The questionnaire requested information concerning total employment, and employment distribution by sex, full-time/part-time, and citizenship status.
The employment data derived from the Annual Census of Establishments (ACE) for March of each year was collected on survey forms mailed to reporting units on Guam. Extensive efforts were made to obtain a complete count of all employees. A comprehensive delinquency control system is employed which results in a very low overall non-response rates.
INDUSTRIAL CLASSIFICATION
Employment statistics in this report are classified in accordance with the Standard Industrial Classification Manual (SIC), 1987 edition, prepared by the Statistical Policy Division, Office of Management and Budget, Executive Office of the President. Prior yearís ACE data were classified with the 1972 classification system so that time series constructed using both periods will not be directly comparable for some industries although the employment reclassification changes at the division level is negligible.
Reporting establishments are classified into significant economic groups by assigning a four-digit SIC code, on the basis of major products or activity as determined by the establishmentsí percent of total sales or receipts for the previous calendar year. All data for an establishment making more than one product or engaging in more than one activity are classified under the industry of the most important product or activity based on the percentages reported. |

Right Sizing Strategies for Growth
For the past few years, the Guam Department of Labor (GDOL) has consistently and purposefully began cultivating right sizing strategies and posturing for growth. GDOL continues to navigate the many local, regional, and national federal partners to align Guamís workforce agenda, especially at a time of critical review for embracing Guamís position for population growth and economic expansion due to the militaryís global repositioning in the Pacific Theater.
30 August 2007: Human Resources Group, Talent Development Subcommittee Meeting - GDOL/AHRD officials met with members of the Talent Development Subcommittee to formalize action items to begin the talent development initiatives. The committee is tasked with assisting other departments with identifying personnel and their training needs. The talent development concept under the Workforce Investment Act is to provide training opportunities with post secondary institutions and in information technology. The talent development concept encompasses the lifelong learning strategy to keep pace with the changing workforce dynamics and the need for employees to become more skilled and competitive. Several training strategies were introduced by the GDOL Director such as the Apprenticeship program, supervisory training and computer training. |
