Labor Subcommittee Monthly Report - June 2007 PDF Print E-mail

June 2007 was a productive month in which efforts continued to focus on strengthening Governor CamachoÝs vision of transformationÍa season of transformation across the spectrum with emphasis on the emerging workforce and training and education to meeting the critical demands. Therefore, the following report on regional (insular areas), federal and local collaborative activities is submitted:

SOCIETY FOR HUMAN RESOURCE MANAGEMENT (SHRM) ˝ Meeting of 01 June 2007


Katherine Dote, President of the Society for Human Resource Management (SHRM), Guam Chapter met with GDOL/AHRD officials to discuss plans for the October 2007 Workforce Conference. The Workforce Conference is an actionable strategy of goal four (4) of the GuamÝs Strategic Plans of Work for years 2007-2009 promoting the governorÝs vision for transformation and the power of e3 framework (education, economic development, and employment). Further, the conference will bring together public and private partners to promote and develop a skilled workforce in support of new economic development and economic opportunities for Guam and the region.

In addition, a request was made for SHRM to participate in the CMTF Labor Subcommittee.

VICE SPEAKER EDDIE B. CALVO - Meeting of 05 June 2007

Vice Speaker Eddie Calvo met with GDOL/AHRD and Revenue & Taxation Officials to discuss status of the Guam Registered Apprenticeship Program. Upon review and final approval of the Attorney General of Guam, proposed rules will be forwarded to the Legislature. Other items discussed included: Alien Labor Processing and Certification Division Statistics; GCC Apprenticeship Statistics; USDOL Apprenticeable Occupations; and Public Law 28-142 relative to Tax Exemptions.

JOINT GUAM PROGRAM OFFICE (JGPO) and OFFICE OF ECONOMIC ADJUSTMENT (OEA) ˝ Meeting of 08 June 2007

Major General David Bice and Captain Robert Lee (JGPO) along with Gary Kuwabara (OEA) visited GDOL/AHRD officials and several members of the Labor Sub-Committee. Discussion focused on manpower and funding needs to train the workforce. In addition, a briefing was provided on GDOLÝs efforts to cultivate right sizing strategies and posturing for growth.

Major General Bice informed team that JGPO will be conducting an industry forum on August 23-24, 2007. GDOL will be participating at the forum to provide information on the H-2B visa program, and Employment Standards Administration regulatory compliance for federal contractors.

GUAM CONTRACTORÝS ASSOCIATION (GCA) TRADES ACADEMY ˝ Meeting of 11 June 2007

John Robertson, Chairman of the Guam Contractors Association (GCA) Trades Academy Board of Trustees paid a courtesy visit to GDOL/AHRD officials. Engineering-Construction firms on the U.S. mainland are experiencing severe shortages of skilled tradesmen for ongoing and future projects. A forum organized by McGraw-Hill of 300 construction owners and contractors assembled in New Orleans on June 6th to discuss causes and solutions. Mr. Robertson attended the forum and provided insights gained as applicable to the situation faced on Guam. Mr. Robertson is also Chairman of the GCA ˝ Governor and Labor Affairs Committee.

Maria Connelley, Director Guam Department of Labor (GDOL) paid a courtesy visit with the following federal officials. Issues on regional collaboration, reduced hours of work for government of Guam employees, training for hard to fill positions, employment of foreign workers, Workforce Innovations Conference, and other workforce agenda items were discussed.

FEDERAL GRANTS ACCOUNTABILITY AND AUDIT CONFERENCE - 14˝16 June 2007


A delegation of 14 government of Guam personnel attended the Federal Grants Programs Accountability and Audit Conference in San Francisco. The conference was hosted by the Office of Insular Affairs (OIA) of the Department of Interior (DOI).

The Guam team presented the following key points:

´ Improve Communications with Federal Grantors
´ Use of single drawdown system
´ Expand Audit Committee Community to include Program Managers
´ Expand training opportunities to all government employees and leverage internal resources within the Government.
´ A-133 Audit Requirements Matrix on ýExceptions to Regulations due to Uniquenessţ
´ Monitoring of grant activity from the State Clearinghouse level
´ Recovery of administrative costs (departmental).
´ Tracking of stand-in costs

CMTF LABOR SUB-COMMITTEE COMPREHENSIVE PLAN (NEEDS ASSESSMENT) ˝ 22 June 2007

The CMTF Labor Sub-Committee submitted its Needs Assessment for inclusion into the GovernorÝs Comprehensive Plan. The Labor Sub-Committee continues to navigate and initiate programs to realize the goals of the Guam Workforce Investment Act and Wagner-Peyser State Plan.

DEPARTMENT OF PUBLIC HEALTH AND SOCIAL SERVICES (DPHSS) ˝ Meeting of 22 June 2007

Several officials from DPHSS met with GDOL/AHRD to discuss the increase in Alien Labor Workforce due to the military buildup. On May 18, 2007, the Labor Sub-Committee submitted its Environmental Impact Statement to the Civilian Military Task Force documenting the challenges and spill over effects on other departments due to military growth and the need for Alien Laborers.
Meeting focused on strategies to address health concerns to include:

´ Pre-employment physical examination (to include TB and HIV/AIDS screening)
´ Requirement of Immunization Status
´ Local legislation to make it a mandatory requirement for pre-employment physical examination, especially recruiting from designated foreign areas with outbreaks such as SARS, etc.
´ Conducting physical inspection of living and eating quarters (with galleys)

MILITARY GROWTH ACTIVITIES CORE TEAM ˝ Meeting of 25 June 2007

CMTF Chairperson Maria Connelley met with members of the Military Growth Activities Core Team (MGACT), which is primarily comprised of officials from the Office of the Governor and Lieutenant Governor, Bureau of Statistics and Plans, and the Guam Economic Development and Commerce Authority. The purpose for the MGACT is to coordinate plans, events, meetings, etc. for the military build-up.

An update on collaborate efforts with other Government agencies to address concerns relative to the military buildup (ie. DPHSS, DPW, etc.) was provided to MGACT.

CMTF LABOR SUB-COMMITTEE TECHNICAL TEAM ˝ Meeting of 26 June 2007

The CMTF Labor Sub-Committee Technical Team met to finalize details for the Military Growth Grant (MGG). GuamÝs MGG is designed to provide an assessment of the workforce available for military construction projects in the next one year. This will provide a baseline from which Guam Department of Labor and the Agency for Human Resources Development can forecast the need for addition manpower requirements in the construction and service industry that support the military in the upcoming build up. This study should also evaluate GuamÝs Workforce Investment System (GWIS) programs and services and building a strong awareness and advocacy program for promote GWIS across all sectors of Guam workforce community.

The MGG seeks the initial funding (Phase 1) to develop a 2008-2017 workforce development plan for Guam that quantifies the workforce needs for anticipated military growth in accordance with Guam Integrated Military Development Plan over the next ten (10) years.

COLONEL (Ret) RALPH J. CAPIO ˝ USDA GRADUATE SCHOOL (FEDERAL PROCUREMENT) ˝ Meeting of 27 June 2007

Colonel (Ret.) Ralph Capio, USDA Graduate School Instructor visited GDOL/AHRD and provided a brief synopsis on federal mandates and procurement regulations to management and staff. Basic information on procurement principles, fair and open competition, and conflict of interest/ethics were discussed.

PHONPEI GOVERNORÝS OFFICE ˝ Meeting of 29 June 2007

Mr. Hubert Yamada from the Phonpei GovernorÝs Office paid a courtesy visit with GDOL/AHRD officials. In line with USDOLÝs Workforce Innovation in Regional Economic Development (WIRED) framework, discussion focused on efforts to continue aligning and strengthening relationship within the Pacific Jurisdiction. WIRED is a new initiative that focuses on the role of talent development in driving regional economic competitiveness, increased job growth and new opportunities. Workforce development is more than training effectively for current jobs. Successful workforce investment leads to the creation of new jobs. Communities engaged in regional development can use the WIRED principles to focus on innovative and effective talent development that can bring new businesses and industries into their community.

Copies of the Guam Workforce Investment Act and Wagner-Peyser State Plan ˝ Plans of Work; latest issue of the Occupational Estimates Survey, Current Employment Report and Handout on Grants to the Outer Pacific for FY2006 were provided to Mr. Yamada.
