The Guam Workforce Investment Board (GWIB) and the Guam Department of Labor/Agency for Human Resources Development (AHRD) has issued Request for Proposal (RFP) AHRD-05-(Y)-0002 for innovative youth workforce development programs to operate under the provisions of the Workforce Investment Act. The Guam Department of Labor/AHRD intends to be as inclusive as possible in the solicitation. The aim is to receive a wide variety of innovative proposals in many areas.
As Guam continues its structural economic changes, industry-cluster analysis has emerged as one of the hottest tools in economic development research. The GWIB and the Guam Department of Labor/AHRD embrace the industry cluster concept. As a result, we are interested in proposals that prepare youths for careers in service, construction, business/technology, and allied health services, manufacturing, finance, transportation, etc).
The Workforce Investment Act of 1998 (WIA, Public Law 105-220) provides the framework for a national workforce preparation system that is flexible, responsive, customer-focused and locally managed. The GWIB and Guam DOL/AHRD envision a system that meets the needs of residents and businesses alike. The goal of programs under the Act is to increase employment, job retention, earnings, and develop the work potential of eligible youth of our island. The philosophy of Guam Department of Labor/AHRD is provision of services to all the youth of Guam.
Request for Proposal (RFP) packets may be obtained at the Guam Department of Labor/AHRD, located on the 4th floor of the GCIC Building in Hagatna, Monday through Friday beginning January 6, 2006 from 8:00 a.m. to 5:00 p.m. Completed applications must be submitted on or before 4:00 p.m. January 20, 2006. No applications will be accepted after the deadline.
A capacity building session is scheduled for January 12, 2006, 9:00 a.m. – 11:30 a.m., 3rd floor conference room, GCIC Bldg. All prospective bidders are required to attend.
